Mr. Boren has more than 40 years of experience in the field of Public Works with Fresno County between 1958 and retirement as the Assistant Public Works Director in 1993. During this period, Mr. Boren's experience encompassed most facets of public works including administration, highway & bridge design, contract management, materials testing and surveying.

Career Highlights: 

Approximately 1 ½  years as Assistant Director of the Public Works and Development Services Department which includes several interrelated functions under a centralized administration. These functions include: public works, planning, development services, land use, building services, resources management and community development.  Organizationally, the department consisted of six major divisions oriented to one or more of the above functions.

Divisions related to public works services include: design, construction management, and maintenance and operations. Those related to development and land use services included community development, planning, development services and resources. In addition, one support unit provided financial, administrative and personnel services for the department.

As the Assistant Director of Public Works and Development Services, Mr. Boren was responsible for planning, directing and managing the day-to-day activities of the department. Additionally, he assisted the director in formulating organizational objectives and public policies as they related to Public Works and Development Services. Mr. Boren also acted as director in the Director's absence.

The nature of the position and its relationship to the Board of Supervisors, County Administrative Officer, agency department heads and the general public required possession of strong oral and written communication skills, an effective degree of maturity and integrity along with sound political and administrative judgment.

More specifically, the responsibilities were as follows:

  1. Plan, develop, administer and evaluate ongoing Public Works and Development Services projects and programs.
  2. Develop annual and long-range budget estimates, together with the preparation and monitoring of the department budget totaling in excess of $60 million annually.
  3. Develop regional and local transportation programs in coordination with the Council of Fresno County Governments, California Department of Transportation, Federal Highways Administration and other local agencies.
  4. Coordinate the activities of the department with the California Department of Transportation, Federal Highways Administration and other local agencies within the County.
  5. Review and approve plans for contract advertisement and award. Coordinate the contract management, change orders, contract claims, time extensions, etc.
  6. Negotiate contracts and modifications of contracts for engineering services and construction projects related to highways, bridges, buildings and other public works facilities.
  7. Represent the department in meetings with the Board of Supervisors, public agencies, commissions, committees, community agencies and other public groups.
  8. Select, develop and evaluate department staff.

Public Works Design

Twelve years of experience at various levels, including nine years as manager of a large engineering division responsible for the planning, budgeting, scheduling and design of highway, bridge, community development and related public works project in Fresno County, many of which were funded through OSTIA or other Federal and State Programs and processed through the CalTrans Local Assistance office and administered by the local agency.

Public Works Contract Management

Approximately 12 years of experience in project management of capital improvement projects including: assignments as resident engineer, construction inspector, materials testing supervisor, utilities engineering, labor compliance, construction division office engineer and survey party chief. These projects were constructed with plans, specifications and contract administration procedures approved by state and federal agencies for local agency certification to award and administer contracts for federal aid projects.

Development Services

Ten years as Division Manager, managing the operation and budget of the Development Services Division with responsibility for the building and safety, land development and subdivision functions. Additional responsibilities included the Airport Land Use Commission, project environmental review and amendments to the zoning ordinance, general plan and other county ordinances.
